Hanoi – Vietnam’s Minister of Public Security Luong Tam Quang and Russia’s Minister for Emergencies Alexander Kulenkov agreed to strengthen cooperation in emergency, firefighting and disaster relief during talks in Hanoi on Thursday.
During the meeting, Tran Dai Quang emphasized that Vietnam-Russia relations have continued to develop in the fields of politics, diplomacy, security, defence, science and technology, economy, education, transportation, culture, humanities and other fields, and pointed out that since General Secretary of the Communist Party of Vietnam Central Committee Do Lam paid an official visit to Russia and attended the celebration of the 80th anniversary of the victory of the Patriotic War in 2025, the cooperative relations between the two countries have been further strengthened.
He emphasized that Kulenkov’s visit to Vietnam provided an important opportunity for both sides to review cooperation and determine specific measures to further promote bilateral relations.
Regarding professional cooperation, Tran Dai Quang said that based on the strong political mutual trust between Vietnam and Russia, the ministries of the two countries have maintained close and fruitful cooperation in recent years, including regular exchanges of visits, sharing of experience in early warning and emergency prevention, and participation in exhibitions and scientific seminars on firefighting, rescue and disaster relief.
Vietnamese officials thanked the Russian Ministry of Defense for supporting Vietnam in joining the International Federation of Fire and Rescue Sports in 2025, and regularly invited Vietnamese delegations to Russia to participate in exercises and seminars. He also expressed appreciation for Russia’s attendance at the World Police Music Festival in Vietnam last July.
In the context of increasingly severe global climate change and disaster risks, the foreign ministers of the two countries agreed to strengthen exchanges of delegations at all levels and promote broader and more effective cooperation, especially the sharing of emergency warning and response experience.
The moderator suggested that the Russian Ministry of Defense provide documents and technical knowledge on the operation of the Russian early warning command center so that Vietnam can apply relevant experience to its newly completed fire command center, which started operations in January.
Nguyen Xuan Phuc called on Russia to continue to support Vietnamese fire rescue personnel training and capacity building, technology transfer, and joint production of special fire rescue equipment and vehicles.
Kulenkov congratulated Vietnam on the success of the 14th National Congress of the Communist Party of Vietnam, believing that this is an important milestone, marking the beginning of a new development stage with long-term vision and ambitious goals for Vietnam after 40 years of development. He stressed that cooperation between the Ministry of Defense of Vietnam and other Russian law enforcement agencies and the Ministry of Defense of Vietnam will continue to be the pillar of the Vietnam-Russia comprehensive strategic partnership.
Kulenkov expressed his belief that with the firm political commitment and support of the top leaders of the two countries and the close cooperation of the ministries and law enforcement agencies of the two countries, the two sides will continue to expand relations in areas of common interests and needs, especially in responding to emergencies.
The two ministers agreed that the two sides will soon organize a joint fire rescue drill simulating fire and explosion scenarios at important energy facilities in Vietnam.
