Hanoi – There are no plans to further reorganize or merge administrative units at the provincial, municipal or township levels, an official from the Ministry of Home Affairs (MoHA) confirmed at a regular government press briefing on Wednesday.
In response to a question from a reporter from the Vietnam News Agency, Pan Trung Tuan, Director of the Local Government Department of the Ministry, refuted recent rumors circulating on social media platforms such as Facebook and TikTok about possible administrative reorganization in the near future.
He said some posts even contained images of official documents purportedly signed by the deputy interior minister and sent to the defense ministry, with an appendix of a plan to reduce the current 34 provinces and cities to 16.
Nguyen Xuan Phuc emphasized that the reorganization of political institutions from the central to the grassroots level in 2025 is a strategic step of historic significance in Vietnam’s development process.
The reform reduced the number of provinces and cities from 63 to 34, while reorganizing commune-level administrative units and completely abolishing district-level administrative units. The Party Central Committee, Congress and the government have carefully weighed their efforts to ensure the long-term stability of the administrative system.
“The party and government held five meetings, and the Politburo and Secretariat reviewed it three times before submitting it to the Party Central Committee, which finally issued Resolution No. 60-NQ/TW on the implementation of a two-level local administrative model combined with the reorganization of administrative units at all levels across the country,” Tuấn said.
Currently, Vietnam has 34 provinces and cities and 3,321 township-level administrative units, including communes, districts and special administrative regions.
The local two-level management model will be officially implemented on July 1, 2025. After eight months of implementation, from the central to the grassroots level, the political system has focused on improving the system and breaking down obstacles to ensure that institutions operate effectively and smoothly, are close to the people, and better provide public services.
Nguyen Xuan Phuc reiterated that the Party, State, National Assembly and government currently have no policy to reorganize or merge provincial and commune-level administrative units across the country.
The official further stated that at the 52nd meeting held at the end of 2025, the National Assembly Standing Committee passed two resolutions on the division standards of administrative units and urban areas to support the operation of the local two-level management model. At the same meeting, National Assembly Vice Chairman Nguyen Ke Dinh also confirmed that the party and the state have not adopted any policy to reorganize, merge or split administrative units in the coming years.
Nguyen Xuan Phuc said that the purpose of formulating and improving the institutional framework is to concretize the Local Government Organization Law and related laws, meet the requirements of two-level local administrative organizations and national development needs, improve the efficiency of local governance, and improve the quality of services to the people.
